Chief of Police

Chief FreemanKevin R. Freeman

Kevin Freeman joined the North Kansas City Police Department in 1997. During his career, he has served as patrol officer, detective and a member of the special incident team. Chief Freeman was promoted to sergeant in 2003 and worked in the Patrol Division including serving as administrative sergeant in 2009. In 2011 Kevin was promoted to division commander over the Investigations Division. January 2020, Kevin was promoted to Chief after the retirement of Chief Beamer.

Chief Freeman is a born and raised “northlander” graduating from North Kansas City High School. Chief Freeman received his Bachelor’s Degree in Criminal Justice Administration and Master’s Degree in Public Affairs from Park University in Parkville, MO. In June of 2013, he attended and graduated from the 253rd Session of the FBI National Academy.

Jim BagleyMajor Jim Bagley

Jim Bagley joined the North Kansas City Police Department in 1990. During his career, he has served as a patrol officer, accident investigator, tactical team operator and member of the Metropolitan Major Case Squad (Metro Squad). Major Bagley was promoted to the rank of sergeant in 1996 where he served as a firearms instructor, patrol supervisor, tactical team leader and accident investigation/reconstruction team leader. Major Bagley also served as administrative sergeant in 2008. In 2013 Jim was promoted to commander over the Patrol Division.

Major Bagley was born and raised in North Kansas City, graduating from North Kansas City High School. Major Bagley is a graduate of the Kansas City Regional Police Academy 77 EOC Penn Valley, Central States Law Enforcement Executive Development Program 18th Session - Lawrence, Kansas and Missouri Police Chiefs Command College - Jefferson City, Missouri. In June of 2015, he attended and graduated from the 260th Session of the FBI National Academy.

 

Patrol Commander

Major Justin Holm

Justin Holm joined the North Kansas City Police Department in 2007. During his career has served as a patrol officer, detective, school resource officer, tactical team operator, defensive tactics instructor, and as a member of the Kansas City Metropolitan Major Case Squad (Metro Squad). Major Holm was promoted to the rank of sergeant in 2019 where he served as a patrol supervisor, administrative sergeant, and detective sergeant. In 2024 Justin was promoted to commander over the Patrol Division.

Major Holm is a graduate of the Kansas City Regional Police Academy 133rd EOC, Missouri Police Chiefs Command College Session 11 – Jefferson City, Missouri, and the Central States Law Enforcement Executive Development Program 31st Session - Lawrence, Kansas. Major Holm received his bachelor’s degree in psychology from William Jewell College and his master’s degree in criminal justice/sociology from Lincoln University.
