The Northgate Redevelopment involved the replacement of 666 single-story “garden-style” apartments referred to as “Northgate Village” with a mixed-use redevelopment that includes single-family homes, rowhomes, a retail site, senior apartments, and multiple styles of apartment living. The overall redevelopment site is made up of approximately 56 acres.
In 1996, the City authorized the formation of the North Kansas City Tax Increment Financing (TIF) Commission to help finance the Northgate Redevelopment project. In February of 2000, the City adopted the Northgate Village TIF Plan. This TIF Plan is unique as the proceeds collected in the TIF District reimbursement the City for pre-development tasks.
In 2012, the TIF Commission and City Council amended the TIF Plan (First Amendment) to reflect the addition of the Senior Apartments Phase 3 and update estimates of TIF proceeds and estimate of TIF reimbursable project costs.
In 2019, the TIF Commission and City Council amended the TIF Plan (Second Amendment) to update Exhibit 7 (Cost-Benefit Analysis) with current financial information, and Exhibit 9 (Architectural Design Review Guidelines) to reflect the City’s current construction review process.
