In response to the questions we are receiving regarding the #8Can’tWait project by Campaign Zero, here is how the North Kansas City Police Department aligns with those suggested reforms to decrease police violence:

    Ban chokeholds and strangleholds.

  • The North Kansas City Police Department does not authorize the use of either tactic unless the officer reasonably believes there is an imminent threat of death or serious bodily injury. The department does authorize and train on a carotid artery restraint known as the LVNR. The application of the LVNR is governed under our Use of Force policy. (Policy 300.3.4)

    Require de-escalation.

  • Our officers have received annual training on de-escalation techniques since 2016. Require warning before shooting.
  • Under deadly force circumstances, our policy states a verbal warning should precede the use of deadly force, where feasible. (Policy 300.4)

    Exhaust all other means before shooting.

  • Our policy states an officer may use deadly force to protect him/herself or others from what he/she reasonably believes would be an imminent threat of death or serious bodily injury. (Policy 300.4)

    Duty to intervene.

  • Under our policy, any officer present and observing another officer using force that is clearly beyond that which is objectively reasonable under the circumstances shall, when in a position to do so, intercede to prevent the use of unreasonable force. An officer who observes another employee use force that exceeds the degree of force permitted by law should promptly report these observations to a supervisor. (Policy 300.2.1)

    Ban shooting at moving vehicles.

  • Our policy states, officers should attempt to move out of the path of an approaching vehicle instead of discharging their firearm at the vehicle or any of its occupants or from a vehicle. An officer should only discharge a firearm at a moving vehicle or its occupants when the officer reasonably believes there are no other reasonable means available to avert the threat of the vehicle, or if deadly force other than the vehicle is directed at the officer or others.
  • Officers should not shoot at any part of a vehicle in an attempt to disable the vehicle. (Policy 300.4.1)

    Require a use of force continuum.

  • Our department uses force options and not a continuum. Officers shall use only that amount of force that reasonably appears necessary given the facts and circumstances perceived by the officer at the time of the event to accomplish a legitimate law enforcement purpose. (Policy 300.3)

    Require Comprehensive Reporting.

  • Any use of force by a member of this department shall be documented promptly, completely, and accurately in an appropriate report, depending on the nature of the incident. (Policy 300.5)
