Public Works Director

The City of North Kansas City, Missouri, is recruiting for Director of Public Works.  The current Director is retiring after 17 years with the City.

The Position

Responsible for the direction of the Public Works department and all related programs.  Subject to the general direction of the City Administrator. Receives broad policy guidance from the Mayor and Council and translates the policy guidance into specific program objectives and activities. Exercises wide-ranging managerial judgment and decision-making authority. Applies technical, managerial, and supervisory skills to accomplish program objectives. Has administrative responsibility for the maintenance of sanitary and storm sewers, street and highway maintenance, facilities maintenance, water plant and distribution, and program management of the department. Deals directly with the public and as well as other governmental agencies.

The Candidate

The Director of Public Works must have well developed technical, analytical, interpersonal, and communicational skills.  Candidate will be responsible for preparation and execution of the Public Works Departmental Budget. Requires the ability to function in a director capacity for a major organizational unit requiring significant internal and external interaction. Ensures departmental compliance with all applicable codes, law, rules, regulations, standards, policies and procedures.  Directly supervises a superintendent of transportation/building and grounds, superintendent of water and wastwater, engineering technician, and an administrative assistant.

Education and Experience

Bachelor’s degree in civil engineering, public administration, or related field; registration as a Professional Engineer in the State of Missouri is preferred.

 

Seven (7) year(s) of progressively responsible management experience in engineering, public works or related field.

 

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

 

Must possess and maintain a valid Missouri driver’s license.

 

Compensation and Benefits

The starting salary range for this position is $96,051 - $144,087 DOQ.  Benefits include medical and dental insurance; 457 defined contribution retirement plan; pension plan (LAGERS, L6, non-contributory); vacation, sick leave, holidays and personal leave; long-term disability and life insurance; training and conferences; and numerous voluntary benefits such as flexible spending, short-term disability, and more.  The City will pay reasonable relocation costs.

Work Environment, Physical Demands, and Other Requirements

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
